As said here either using a word processor (openoffice) and saving
as HTML or using Mozilla/Netscape composer works well.
But latly I've gotten lazy. I run a wiki on my system then simply
sign onto that and edit content. No special html editing software
is required. The good part is that I can edit the pages from
any computer that has a web browser installed.
Here is a web page that is "in progress" that I've not yet finished
but it lets you see what can be done with NO html editing software.

For publishing photos that I take and want to share I'm even
lazier than that. I have some software that automatically
makes a web photo album. I'll I have to do is drag the JPG
files into the correct folder and they appear on the web - zero
effort - I do NOT write any html. It's done on the fly when
a user clicks the link below. Here is an example:

If you are really woried about _exact_ format of your documents
then you should publish them in PDF (Acrobat) format. To do
that use Openoffice and simply do a "save as" and choose
the PDF format. The result will be readable by Acrobat and
other PDF readers and will look exactly the same on screen
as in print.
If you really want "easy" go to www.apple.com and look at the
"mini mac". Buy that then subscribe to .mac service. That's
something my grandmother could handle and the price is
a somewhat reasonable $499. You'll be publishing "designer"
web sites with full motion video content 2 hours after you
open the box
